The file referenced below is a list of the current approved doctors by the DGAC (it's a copy I made a few months ago, so while it may not be the latest, I'm sure it's not changed substantially!). It's sorted by post code (the CP column). Look for doctors with post codes that start 62 (Pas de Calais), 59 (Lille area) or 80 (Picardie).
As to which (if any) speak English, I'm afraid that it will just be a case of calling them up and asking, many speak enough to 'get you through' .... (if you use Ratebuster - 0844 7200000 then calls to Europe are only 1pence/min).
