I have consulted the Aéro-club de Limoges engineers on this subject and they tell me that there are no plans to make Mode S obligatory for VFR flight in France until 2009 at the earliest.

No specific date has been fixed and there is a possibility that the date of introduction could be put back even further, presumably on the grounds of cost to light aviation.

As you have discovered independently, further discussion of the Mode S issue may be found on the UK Civil Aviation Authority and AOPA sites.

I will keep an eye on this issue and publish a fuller article when French Government intentions are clearer.
