My understanding is that, currently, the ULM and PPL type licences in France are wholly separate entities.
If you have a current PPL then obtaining a French ULM licence should be just a few check flights, your FAA medical may well be sufficient, but if not the French medical for ULM is very simple and cheap.
As I may be wrong about the above I’d suggest you call Phillippe Boucherat at Montpezat, one of the largest ULM site in SW France. His email is: -
