It's several years since I flew into La Rochelle but I have experienced this issue there and at other airports.

Essentially, you could pay the fees directly but this depended on the availability of staff who were often occupied with other pressing matters, such as lunch.

When I first started flying regularly in France (about 2005), the absence of staff to take the fee was usually the end of the matter but, more-recently, they started passing the invoice to the registered owner of the aircraft, often adding a hefty penalty for non-payment.

Hopefully, some of our readers will be able to confirm the current position.
